Chairman

While housing is not a competence of the European Union, many aspects dealt with at the EU level can have an impact on housing at national, regional and local levels.

Typically, this is the case of the rules on the energy performance of buildings or on the EU fiscal framework for the renovation of private dwellings (i.e. reduced VAT rates).

Why FIEC is dealing with this topic
In this framework, FIEC created a working group dedicated to all housing-related issues.

In particular, Member Federations are keen on exchanging information about their national housing sector (e.g. market conditions, legal and fiscal environment).

Also, this working group is preparing a policy paper on housing, which would develop solutions from the construction industry, including the problem of housing shortages.

Actions and key dates
24/06/2019 - Meeting of the working group
Ongoing - preparation of a policy paper on housing

The European Housing Forum (EHF) is an informal discussion platform on European policy topics affecting the housing market. EHF members include, amongst others, representative associations of tenants, social housing, developers, real-estate professions and contractors (i.e. FIEC).

Why FIEC is dealing with this topic
For FIEC, EHF is a key partner. Being co-chair of the EHF along with UIPI (International Union of Property Owners) and Build Europe (EU association of developers and house builders) is an honour for FIEC and allows the Federation to contribute actively to the discussions on housing issues, in close contact with the EU institutions.

Meetings take place about 4 times a year.
